How to correct Internet Explorer Submit Button Horizontal Padding

Thanks again to microsoft for the many hours I wasted trying to solve this!
MSIE adds extra horizontal padding to submit buttons, moreover it ignores any css for horizontal padding:
You can bring it back into line with "overflow: visible;":
